II. Functions and Duties of the Office
A. Functions
The Office of Scientific Management and Cooperation Development has the function of consulting and assisting the University Council and Governing Board in the fields of organizing and managing scientific research as well as cooperation development.
B. Duties
1. Scientific Management
   1.1. Scientific Research Management
- Being the focal unit for developing research programs, scientific research plans (long-term, medium-term, annual) of the University (research programs/topic systems/scientific research projects, investment projects in science and technology, organization of scientific conferences/seminars, and other activities related to scientific research of the University staff and students);
- Being the focal unit for organizing training on scientific research; Building and developing scientific potentials; Monitoring scientific activities among staff and students of the University;
- Consulting and developing management documents (regulations, guidelines, plans, strategies, etc.) for scientific research;
- Implementing procedures to appraise/approve/accept/evaluate scientific research reports/topics/projects as current regulations on the organization and management of scientific research. Proposing commendations and handle violations in the performance of scientific research tasks;
- Monitoring, supervising, and checking the progress of scientific research projects within the scope of management;
- Receiving and appraising scientific research materials/products of the University. Archiving and managing documents and records in the field of scientific research;
- Taking charge of/Coordinating with related units to organize scientific conferences and seminars at the university level and above;
- Coordinating with faculties to propose a mechanism to develop in-depth research groups and specific scientific research products of each unit;
- Coordinating with related units in the development and implementation of scientific research projects and programs with foreign partners;
- Assisting the University Science and Training Council, and the Governing Board in considering and awarding scientific research works of lecturers and students. 

  1.2. Scientific Research application
- Submitting programs; long-term, 5-year and annual plans; projects of applied scientific research;
- Being the focal unit in the application of scientific research results to teaching and learning inside and outside the University;
- Organizing scientific research and technology application activities in the following fields: Information Technology; Business Administration; Finance - Banking; Accounting;
-  Performing tasks related to practical skills training assigned by the Chairman of the University Council;
- Organizing research activities and deploying trial production, consulting scientific services and technology applications.
2. International Relations
- Supporting and coordinating with the website administration to publish articles on the English website of the University;
- Building and submitting the direction and plan to develop international relations and cooperation to the University Council and Governing Board for approval;
- Preparing projects and documents for cooperation with foreign partners;
- Coordinating with the Office of Administrative Management to carry out administrative procedures and manage the activities of incoming and outgoing delegations;
- Being in charge of the reception of international delegations working with the University leaders and specialized faculties on international relations, cooperation, and investment in education, training, and scientific research;
- Building and submitting the plan for international conferences and seminars chaired by the University and specialized faculties to exchange experience, and improve the capacity of scientific and technical staff. Monitoring and evaluating results of conferences and seminars;
- Being the focal contact for scientific and technical staff to participate in international conferences and seminars, thereby grasping the development trend of the world, exchanging experience, and improving their capacity in training and scientific research;
- Providing initial consultation for lecturers, staff, and students who wish to study abroad;
- Archiving signed cooperation agreements with foreign partners, and monitoring the implementation of the agreements.
